2-DAY TOURNAMENT RULES

RMSB Code of Conduct: Coaches, Parents, Players – Please Read

*All Teams must have Rosters completed with uploaded Birth Certificates & Player Liability Waivers to SHOP.RMSB prior to the beginning of the tournament.

Age Divisions will be determined by your age on April 30, 2023.
*Grade Exception: RMSB Approved Players in the corresponding grade will be allowed to play even if they are not “age appropriate” on April 30th. See Grade Exception Requirement on Rules web page for additional information and Grade Exception Form. 

Player Eligibility – No player may play with more than one team in the same Age Division. A player must play at least 1 Pool Play game to participate with their Team on Championship Day or Championship/Consolation games. (not required for 16u & 18u Age Divisions).

The tournament will be governed by Official MLB Rules with the following exceptions:
  

  1. Home team is listed second on schedule. Highest seed will be Home Team for Championship Games (coin flip if the seeds are the same).
  2. Game length will be 7 innings or no new inning at 1 hour, 45 minutes. Championship Games will be 2 Hours. Consolation Games will be 1 hour, 45 minutes (flip for home team if same seed)
  3. In the event time is expired and the game is tied, the game will end in a tie. No tie breaker innings will be played (Pool Play Games).
  4. 9 run rule after 5 innings or at 1 hour 30 minutes.
  5. 4 innings or 1 Hour constitutes a complete game when delayed for any reason or called off due to inclement weather (per discretion of RMSB Staff).
  6. 8u, 9u, 10u Age Divisions Only:
    1. 8 runs per half inning. After 8 runs score, teams exchange offense and defense.  Only on an over the fence Home Run can more than 8 runs be scored.  In the last inning the trailing team can score unlimited runs. If entering the last inning and the score is tied, then both teams can score unlimited runs.  The last inning is either the 7th inning or last inning to be played due to time limit this is the umpire’s discretion.
    2. Base runner may steal or advance to any base after the ball crosses home plate. If a baserunner leaves the base before the pitched ball has crossed the plate, and is not put out on the play, the runner must return to the base occupied before the pitch was made. If a baserunner leaves early and the ball is put into play. The baserunner(s) may only advance as far as forced to advance by the batter/runner.
    3. Dropped 3rd strike rule does not apply (8u & 9u only).
  7. Batting Order Re-entry Rule: Starters may only re-enter one time and in the same spot in the batting order.
  8. Batting Order: There is no limit to the number of players you have in the batting lineup. A team must bat a minimum of 9 players.
  9. Unlimited Defensive substitutions. Your defensive lineup is non-related to your batting order. A player may play defensively even if they are not in the batting lineup.
  10. No Restrictions on Cleats other than NO metal cleats on portable mounds.
  11. No bat restrictions. Exception: BBCOR bats are required in the 14u, 16u, 18u Age Divisions.
  12. Bat Boys are not allowed in Dugout or on the Field.
  13. Home team will be official scorer unless otherwise designated by RMSB.   Put starting time in home book.  Umpire is official timekeeper.
  14. Protests will not be allowed on judgment calls.  Protests must be handled at the time of protest (not after the game).  Umpire must confer with RMSB for help on ruling.
  15. A slide rule will be enforced at Home when there is a play at the plate. If contact is initiated by the runner, it must be through the process of a slide. Malicious contact; runner will be ejected. However, it is the discretion of the umpire if the runner is sliding, attempting to slide, or if there was malicious contact, or a slide is warranted.
  16. A slide rule will be enforced when an infielder is attempting to turn a double-play at second base. If the runner is not close enough to merit a slide, he must peel away from the baseline. This rule is for the protection of the base runner. The base runner and batter will be called out if the runner’s not sliding or not peeling away affects the defensive play. This is the umpire’s discretion.
  17. A runner may not hurdle, jump over, or leap over a fielder unless the fielder is lying prone on the ground. Penalty: The runner is out, but the ball remains live unless the umpire calls interference. Note: Jumping over a kneeling fielder is illegal.
  18. Eliminate defensive huddles prior to your team taking the field in between innings.
  19. Only one coach outside of dugout during games (does not include base coaches).
  20. Please have a Catcher available to warm up your Pitcher between innings when your Catcher is not ready.
  21. No infield before games. Get teams in the dugout and have your teams ready to play on time.
  22. No playing of Music at complexes.
  23. End of the game; remove garbage from dugout and clear dugout in a timely manner. Hold post game discussions outside the dugout.
  24. Show respect to the umpires, your players, your opponents, and most of all to this great game.
  25. Read and adhere to the Code of Conduct.
  26. Have a FUN Tournament!!!

Notes:

  • Intentional Walk requires coach to notify the home plate umpire. The batter is awarded first base without any pitches being thrown.
  • Speed up runners are not allowed.
  • No MLB 2023 Rule Changes will be adopted
  1. If a pitcher pitches more than 3 innings in one calendar day, a 36-Hour rest period will apply. 1 pitch constitutes a Full Inning.
  2. Maximum Innings for Tournament (including Championship Day) = 8 innings total
  3. Maximum Innings in One Calendar Day = 7 innings
  4. Maximum of 6 warm-up pitches between innings.
  5. Each team will keep and be responsible for Scoring their two Home Games on GameChanger to keep track of the Games Pitching. The Official Scorekeeper must make all pitching changes inside of GameChanger during the scoring of the game.
  6. If RMSB determines that the pitcher in question is ineligible to pitch, the pitcher will be removed from the mound at the time of discovery.  This is not a retroactive rule.

Notes:

    • You may not re-enter the starting pitcher.
    • Pitcher cannot fake a pick-off move to 3rd Base while being engaged with the pitching rubber
  1. Best Record.
  2. Head to Head (tied teams).
    Does not apply if all tied teams have not played each other or have at least one win and one loss against all other tied teams.  Exception: One team has beaten or lost to ALL tied teams.  Head to head will apply to that team only.  The remaining tied teams will continue to the next tie breaker.
  3. Fewest runs allowed to Common Opponents.  A “Common Opponent” is defined as: A team or teams that all tied teams have played.  If the tied teams have a common opponent – the runs will be totaled of only the Common Opponents.  Keep in mind, you cannot play yourself, so runs that other teams allowed to your team or that you allowed to their team are not considered.
  4. Fewest runs allowed to All Opponents.
  5. 3-Inning Playoff Game. Run Differential (+/-9) will be used when playoff game is not feasible (per discretion of RMSB).
  6. Coin Flip
  7. Wildcard teams are determined by best record and total runs allowed amongst all teams that did not qualify through their pool. Head to head and runs allowed against common opponent will be used when/if applicable. Example: Two teams from the same pool are tied (only teams tied) for a wildcard spot and they played head to head or have common opponents.

    Note: Pool Winners and Wild Card teams are re-seeded once all Qualified Teams are known. It is possible for a Wild Card team to be seeded higher than a Pool Winner.

Notes:

  • In the case that there are multiple 4-0 teams in a Pool RMSB reserves the right to hold a 3 inning Play-In-Game between the 4-0 teams rather than not qualifying a 4-0 team.
  • Fewest runs allowed by common opponent OR fewest runs allowed (all opponents) may be the determining factor for the teams that qualify for the Championship/Consolation Games. It is possible that more than one team per Pool will have a 4-0 record.
  • Pool Winners and Wild Card teams are re-seeded once all Qualified Teams are known. It is possible for a Wild Card team to be seeded higher than a Pool Winner.
  • If 3 or more teams are tied and the tiebreaker either seeds or eliminates one of the tied teams; continuing to break the tie for the remaining tied teams head to head will be applied to the remaining tied teams (when applicable) before continuing to total runs allowed.
  • Example: 3 teams are Tied
    1)  All 3 teams beat each other
    2a)  Common opponent runs allowed
      Team A – allowed 8 runs
            Team B – allowed 10 runs
            Team C – allowed 10 runs
            Team C – Beat Team B
    2b)  Result   
       Team A – #1 seed
       Team C – #2 seed
    2c)  If teams B and C did not play each other the tiebreaker proceeds to Total Runs Allowed.
